Public Holidays 2015 and 2016

Introduction

The purpose of this paper is to engage with Services and Directorate Resources on the allocation of public holidays for the festive period 2015/16 – Christmas 2015 and New Year 2016.

Fixed public holidays are normally arranged on the basis of:

  • 3 days around New Year-time (Days 1, 2, and 3)
  • First Monday in May (Day 4)
  • Third Monday in July (Day 5)
  • 3 days around Christmas-time (Days 6, 7, and 8).

For 2015, agreement has already been reached on:

  1. Wednesday 31st December 2014
  2. Thursday 1st January 2015, and
  3. Friday 2nd January 2015

Following normal patterns, the following May and July dates would also be fixed:

  1. Monday 4th May 2015
  2. Monday 20th July 2015

 

Festive Period 2015/2016

Reaching agreement on the 3 Christmas period public holidays would conclude the allocation of fixed public holidays for 2015 and start discussions for the 2016 leave year. Feedback from Services and Directorate Resources indicates that it is difficult and costly to resource fixed holidays which fall outside of the schools closure period. The options presented below follow the principle that public holidays are ‘contained’ within the school holiday periods.

In 2016, New Year’s Day falls on Friday, the last day of the school holidays. Option A creates a full week closure. The ‘bring forward’ of new year public holidays into the previous calendar year is not unusual – for example, 31st December 2014 is from 2015 entitlement.

 

Feedback on options

It is proposed to present a paper to JNCF on 10th September 2014 to reach agreement on the public holidays for the festive period 2015/16. To inform this discussion, feedback from Services and Directorate Resources is welcomed.
